  • Bachelor’s degree required; master’s degree desirable, or more than 5 years of related experience in a related area
  • 7+ years of experience in IT business/public safety
  • 5 + years in diverse roles with increasing leadership responsibilities across major projects and programs
  • Demonstrated experience in leading diverse teams
  • Proven ability to build and lead integrated teams from various internal and external organizations across multiple sites
  • Adept at helping team members harness and develop strengths in pursuit of successful program outcomes
  • Ability to promote innovative ideas and accept the risks that are required to lead change
  • Ability to make decisions independently and to assume higher-level leadership responsibilities in critical situations
  • Effective consultative and influencing approach


Job Summary:

  • Leads the development of the overall approach for the program, and manages all aspects of the JMS Program, from requirements gathering through implementation
  • Participates in program benefits identification
  • Ensures that the scope of the projects within the program align with business priorities.
  • Supports and coaches project managers within the program
  • Partners to communicate program goals, objectives and potential outcomes
  • Establishes and ensures appropriate governance functions for the program in accordance with the JMS Program and OIT policies and practices
  • Develops and controls the program budget, reviews program budget variance and scope change requests, and participates in the budget-resolution process
  • Ensures and balances the availability of the required skills and competencies across project teams within the program; addresses escalated resourcing issues as needed.
  • Leads cross-functional meetings and fosters teamwork; drives escalation and resolution of issues
  • Leads the oversight of program projects’ execution, their progress compared with the plan and the production of agreed deliverables
